"Service Bureau" is an industry term, not an IRS license. The IRS e-file roles are the Electronic Return Originator (ERO), which starts the electronic filing of a return, and the Transmitter, which sends it to the IRS. Each office in your network still needs its own PTIN, and an EFIN to e-file under its own name.
